สภาวิชาชีพบัญชีฯ ได้มอบหมายนางอุณากร พฤฒิธาดา ประธานฯ และ ดร. สันสกฤต วิจิตรเลขการ อนุกรรมการและเลขานุการฯ เป็นผู้แทนเข้าร่วมการประชุม The 3rd AOSSG ระหว่างวันที่ 23-24 พฤศจิกายน 2554 ณ เมืองเมลเบิร์น ประเทศออสเตเรีย โดยได้สรุปประเด็นสำคัญของการประชุมดังนี้ The AOSSG is a group of recognised accounting standard setters from 25 countries or jurisdictions in the Asian and Oceanian regions. The present Chairman of the AOSSG is Kevin Stevenson, the President of the Australian Accounting Standards Board (AASB). Thailand is one of the founding members of the AOSSG. The objectives of the AOSSG are promoting the adoption of, and convergence with, IFRSs by jurisdictions in the regions; promoting consistent application of IFRSs by jurisdictions in the region; coordinating inputs from the region to the technical activities of the International Accounting Standards Board (IASB) and coordinating with governments and regulators and other regional and international organisations to improve the quality of financial reporting in the region. It really is a good opportunity for the FAP to be one of the founding members of this international organisation on a regional platform forging closer links with the IASB through the AOSSG. Thailand’s voice via the AOSSG platform will be more robust from now on and this will help to promote the implementation of or convergence to IFRSs in Thailand in a far more practical manner. The AOSSG is extremely important at the global level since it is very clear that the focus of global business is shifting to the Asian region due mainly to the prospects of the business environment in Asia after the financial crisis in Europe and the U.S.A. in recent years. The communiqué of the meeting is attached. NEXT STEPS FOR THAILAND 1. Thailand should take more robust and active steps towards contributing to the AOSSG’s activities and join the working groups. There have been numerous informal meetings among different working groups during the year, and Thai representatives should join the key working groups. 2. There should be much closer cooperation between the main Accounting Standard Setter Committee and the Subcommittee for the Monitoring of the Development of IFRS. The cut-off line for the scope of work between the Standard Setter Committee and the Subcommittee for the Monitoring of the Development of IFRS should be clear. 3. News updates on IFRS developments should be placed on the FAP website on a regular basis. 4. Public hearings or focus groups should be conducted. 5. Exchange program – human resources – with the country members within the region. The Australian Accounting Standards Board and the Accounting Standards Board of Japan have already expressed their intention to launch the Exchange Program in their countries. At this point in time, the program with the AASB is more suitable for Thailand, and we noticed that there was a Thai student attending the meeting as an observer who expressed his interest in joining the program as a Thailand representative. The profile of this student has been submitted to the president via K. Vilai.

article IFAC Small and Medium Practices Forum 2012 will be held in Singapore on 19 March 2012. The event will be attended by delegates from accountancy bodies, standard-setters, government agencies and other organisations from around the world. It will discuss the opportunities and challenges facing small and medium-sized practices (SMP) and their small and medium-sized entity (SME) clients, and possible collaboration in addressing the challenges and seizing the opportunities. The invitation to the Forum extended to the respective national accountancy bodies is complimentary. เมื่อวันพุธที่ 23 พฤษภาคม 2555 นายกสภาวิชาชีพบัญชี คุณพิชัย ชุณหวชิร และเลขาธิการ คุณวิไล ฉัททันต์รัศมี ได้รับเชิญจาก Philippine Institute of Certified Public Accountants, Metro Manila Region ร่วมในการเปิดการสัมมนา The 9th International Conference หัวข้อ Raising the Bar.. A journey to Excellence ที่จัด ณ โรงแรม อมารีวอเตอร์เกต กรุงเทพ ในช่วงวันที่ 23 -26 พฤษภาคม 2555 โดยนายกสภาวิชาชีพบัญชีได้ บรรยายให้ผู้สอบบัญชีจากฟิลิปปินส์จำนวนร่วมร้อยคนที่เดินทางเข้าร่วมในการสัมมนาฟัง ในหัวข้อ “ Federation of Accounting Professions of Thailand – Initiatives in Enhancing the Accountancy Practice in Thailand”

เมื่อวันที่ 6-7 เมษายน 2556 สภาวิชาชีพบัญชีฯได้รับเกียรติเป็นเจ้าภาพจัดการประชุมคณะกรรมการบริหาร สหพันธ์นักบัญชีอาเซียน(ASEAN Federation of Accountants Council Meeting) ครั้งที่ 110 ณ ห้องประชุมอาคารสำนักงานสภาวิชาชีพบัญชีฯ โดยมี Mr. Kuy Lim ประธาน AFA คนปัจจุบัน และตัวแทนสมาชิก ทั้งสมาชิกหลัก สมาชิกสมทบ และองค์กรที่เกี่ยวข้องจำนวน 15 องค์กร ได้แก่ องค์กรวิชาชีพบัญชีของทุกประเทศอาเซียน ACCA CPA-Australia ICAEW IFAC และ ธนาคารโลก เข้าร่วมประชุมครั้งนี้เป็นจำนวนทั้งสิ้น 41 คน ซึ่งสภาวิชาชีพบัญชีฯ มี คุณสุพจน์ สิงห์เสน่ห์ คุณวิไล ฉัททันต์รัศมี คุณศรัณย์ สุภัคศรัณย์ และคุณฉวีรัตน์ ศุภธาดา เป็นผู้แทนเข้าร่วมประชุม รวมทั้งเข้าร่วม workshop ของ MRA (ASEAN Mutual Recognition Agreement on Accountancy Services ) เพื่อศึกษาความเป็นไปได้ในการจัดทำร่าง MRA ของวิชาชีพบัญชีเพื่อเข้าสู่ AEC รวมทั้งการเข้าร่วม workshop เพื่อทำความเข้าใจรูปแบบการรายงานการดำเนินการตาม SMO (Statement of Membership Obligations ) ของ IFAC ที่มีการปรับปรุงใหม่ ต่อจากการประชุมข้างต้น กล่าวคือในวันที่ 8-9 เมษายน 2556 มีการประชุมคณะกรรมการ Compliance Advisory Panel (CAP)ของ IFAC ที่มี Mr. Jim Dickson เป็นประธาน ซึ่งคณะกรรมการดังกล่าวมีหน้าที่ในการให้คำแนะนำปรึกษาแก่ประเทศสมาชิกในการปฏิบัติตาม SMO ของ IFAC มีการประชุม ณ โรงแรมโซฟิเทล สุขุมวิท ในการประชุมของ IFAC-CAP ครั้งนี้ สภาวิชาชีพบัญชีฯโดยคุณประสัณห์ เชื้อพานิช ร่วมกับผู้แทนคณะกรรมการ และผู้บริหารสภาฯที่เกี่ยวข้องคือ รศ.ดร.วิรัช อภิเมธีธำรง คุณวิไล ฉัททันต์รัศมี ดร.ศุภมิตร เตชะมนตรีกุล คุณชวนา วิวัฒน์พนชาติ คุณยุวนุช เทพทรงวัจจ และคุณฉวีรัตน์ ศุภธาดา ได้เข้าร่วมการประชุมเพื่อนำเสนอภาพรวมบทบาทของสภาวิชาชีพบัญชีฯ รวมทั้งแลกเปลี่ยนความเห็นเกี่ยวกับการปฏิบัติงานตามแผนงานภายใต้ SMO ของไทย ซึ่งโอกาสนี้สภาฯได้จัดงานเลี้ยงอาหารค่ำ ในบรรยากาศเทศกาลสงกรานต์จำลองที่เป็นที่ประทับใจของผู้แทนจากประเทศต่างๆที่เดินทางมาร่วมการประชุมทั้งสองการประชุมข้างต้นด้วย

ผลการสำรวจผู้นำระดับโลกในด้านวิชาชีพบัญชี สำรวจจากประธานและผู้บริหารระดับสูง 113 ราย จาก 72 ประเทศ ซึ่งสำรวจระหว่างวันที่ 10 ตุลาคม ถึง 10 ธันวาคม ค.ศ. 2012 ชี้ให้เห็นประเด็นที่สำคัญที่มีผลกระทบต่อวิชาชีพบัญชี อันดับแรกคือปัญหาด้านการเงินของโลก ไม่ว่าจะเป็นหนี้สาธารณะ ต่อมาคือ ความต้องการวิธีปฏิบัติสำหรับกิจการขนาดเล็กและกลาง ประเด็นที่เกี่ยวข้องกับร่างกฎหมายของสหภาพยุโรป การบริหารจัดการภาคสาธารณะทางการเงินและปัญหาหนี้สาธารณะ และสุดท้ายคือ เรื่องของความมีชื่อเสียงและความน่าเชื่อถือของวิชาชีพบัญชี..อ่านรายงานฉบับเต็ม จาก link (http://www.ifac.org/news-events/2013-03/global-accountancy-leaders-identify-major-themes-2013)

The International Integrated Reporting Council (IIRC) ได้จัดทำร่างกรอบคู่มือที่ปรึกษา (Consultation Draft of the Integrated Report (IR) Framework) เพื่อช่วยในการสร้างคุณค่าในการสื่อสารทางธุรกิจในศตวรรษที่ 21 ในการนี้ IIRC ต้องการให้ผู้ที่เกี่ยวข้องทั่วโลกได้ทำความเข้าใจ และแสดงความคิดเห็นเพื่อเป็นการเสนอแนะ และส่งข้อมูลย้อนกลับมาทาง IIRC ได้ทาง e-mail : meganhartman@ifac.org
